THE Promote Mandarin Council, which oversees the Speak Mandarin Campaign, has a new chairman - Mr Seow Choke Meng.

Mr Seow, who is executive vice-president of cultural industry promotion at Singapore Press Holdings, takes over from advertising veteran Lim Sau Hoong.

Ms Lim, who had been chairman of the council since 2008, stepped down in April.

She started a programme called Hua wen, shui pa shui? (Chinese, who's scared of who?) to encourage interest in Chinese language and culture.

Mr Seow said he believes that Mandarin can be learnt and mastered if one starts from a young age and uses it actively.

He added that the Speak Mandarin Campaign, a nationwide campaign driven by the council, will continue to engage various sectors of the community to encourage Chinese Singaporeans to make Mandarin a part of their lives.

The council also welcomes five new members, including Mr Choo Thiam Siew, president of the Nanyang Academy of Fine Arts, and Ms Chua Lee Hoong, political editor of The Straits Times.
